Title
Spatial Information Management (SIM)

Terms of reference
- Management of spatial information on land, property and hydrographical
facts (including related processes, procedures and resources);
- Spatial data infrastructure – data models, standards, availability and
legal aspects;
- Management and transfer of knowledge and skills needed for SIM;
- Impacts on organizational structure, business models, professional
practice and administration;
- Management of spatial information supporting environment protection,
sustainable development and poverty reduction.
Mission Statement
FIG Com3 will:
- Increase awareness about successful SIM approaches in the “e-Society” by
showing good practice like available, reliable and accessible spatial
information for better decision-making
- Support the use of spatial information and SIM-tools by surveyors and by
all participants in decision-making to serve the goals of good governance.
- Share good practice on managerial processes and infrastructure required
for handling data, using information and distributing knowledge.
- Share good practice and develop high-level methods and techniques for
merging and managing updated spatial information at various levels according
to market requirements.
- Encourage the use of spatial information within e-government and
e-commerce.
- Implement the FIG Work Plan through working groups (WGs), Joint-WGs,
annual meetings, workshops, and seminars held during and/or outside FIG
working weeks and regional conferences; publications; and progress reports
about these events.
- Present the final outcomes of Commission work through the web.
- Cooperate and coordinate with the related United Nations committees and
other geo-spatial information societies and organizations active in the
field, such as ISPRS, ICA, IAG, GSDI, EUROGI, UN/ECE WPLA, UN/ECE Committee
on Housing and Land Management.
- Increase the contribution of the surveying profession to the
implementation of the UN Millennium Development Goals.
General
Commission 3 –Working Groups (WG) focus on contribution of spatial
information for sustainable development. FIG Com3 delegates have expressed their
strong interest in:
- Activating the national delegate, the correspondent and the academic
member network in order to work together, identify the needs in our common
fields of interest, and exchange experience and knowledge for the common
benefit
- Organizing Com3 annual meetings and workshops focused on the specifically
identified needs and topics. Com3 will provide and certify optional peer
review for authors of papers submitted for Com3 Workshops. Papers of authors
not wishing peer review will be equally welcome in the proceedings.
In particular, Com3 delegates will:

2010.

(PPP).
Policy Issues
SIM is a facilitator for IT based services for
administration as well as for citizens. By thus SIMS will have even the role
of an integrator of components for a Spatial Information Infrastructure within
an Information society.

Specific projects and outputs
Based on cooperation with other WG and other Commissions this WG will:
- Report on good practice of Spatial Information within e-Government
supporting citizens in participatory democracy
- Facilitate experience exchange
- Show consequences for administration and citizens of SIM and LBS
accessible on the web
- Provide recommendations to the way we go within SIM and LBS
- Provide links to information and minutes of workshops
- Work out a Web-demo, if supported by OGC, ESRI or other sponsors

Beneficiaries
Surveyors, planners, politicians, and citizens accessing and contributing
to e-Government on a national as well as on a local level. Contributing to
better access to general users of spatial data, and to better tools and more
participation in local authorities.
Focus
Requirements for data, information, tools and workflows as components of
local, national and global spatial data infrastructures (SDI).
- Institutional arrangements, information policy and legal frameworks needed
to create and share data, information and tools within and between levels of
government
- Respective roles of government, private sector, professional bodies and
community groups in creating and managing SDI
- Technical innovation needed to enable use of SDI, including spatial data
capture, management, visualisation and access
- Implementing international best practice standards in SIM at all levels,
including use of ISO/TC 211, OpenGeospatial® Consortium, etc.
- Sharing experience, developing visions for the future, identifying
productive roles for surveyors and other spatial professionals and informing
relevant forums of the role of SIM

- Support discussion on the role of local and regional SDI in managing mega
cities
- Identify institutional, policy and legal frameworks that can be
incorporated in SDI to address mega city issues
- Identify specific technical innovations in SIM that can improve management
of mega cities

Working Group 3.3 - Multi Dimensional Aspects in Spatial
Information Management
Review, evaluation and further development of technologies and
technological trends for multi dimensional spatial information management in
general and data models, visualization and data fusion techniques in
particular.
Caused by increase of capabilities of spatial database management systems
(SDBMS), as well as the awareness for the necessity for 3D geospatial
information within the surveying and the engineering communities, some novel
approaches in modeling, visualization and fusion of spatial data have recently
gained the attention of both academic and commercial communities. Commission 3
will focus on the topics related to this definition such as (but not limited to)
- Methods for measuring and gathering 3D spatial information and databases
- 3D data model for building information systems (built on top of SDBMS)
- Algorithms for detection of relations between spatial objects in 3D
- Fully www based approach to visualization of spatial data in 2D and 3D
- Event oriented approach to modeling changes in spatial information
systems
- Continuous temporal approaches for handling 2D and 3D spatial
information systems
- Accuracy aspects of spatial information vs. needs & budgets of the
public and private sectors

- Expansion and development of existing data models
- Increase the involvement of surveyors in development of data models
- Disseminate accumulated knowledge and experience

Workshops
Commission 3 delegates will organize the FIG Com3 2007 annual meeting and
workshop in Athens, Greece, on 28-31 March 2007, in parallel to the joint
Workshop of the UN/ECE Committee on Housing and Land Management and the UN/ECE
Working Party on Land Administration on “Informal Settlements”. The
President of the FIG is invited to give a key note speech. The local organizers
are: the Technical Chamber of Greece and the Hellenic Association of Rural and
Surveying Engineers.
The topic of the FIG Com3 Workshop is:
“Spatial Information Management toward Legalizing Informal Urban
Development”
The list of sub-titles includes
- Technical Aspects
- Data collection, recording and updating; low-cost methods and tools for
environmental monitoring of unplanned urban development; the type of
necessary information to be recorded for monitoring and improving areas with
informal construction, for supporting real estate markets in such areas, and
for applying housing policy and decision making
- Visualization of information
- Standardization of information
- 2D, 3D, 4D spatial data recording and management to support the legal
integration of informalities, the decision making, the risk-assessment and
disaster management in areas with informal construction or informal
settlements (slums)
- Integration of spatial data-bases about ownership rights, value of real
estate property, and state applied regulations and restrictions on the use
rights, tools, LIS
- Statistics (about the existing situation, the size of the problem)
- The value of e-Government and SDIs; the needs for transparency, for
corruption and bureaucracy decrease, necessary tools; the participation of
the citizen
- Legal and Social Aspects and Procedures
- Procedures for adopting and updating Zoning and Spatial Planning
regulations; the participation of the citizen
- Standardization and Recording of: Zoning Regulations, Spatial planning
regulations and other Restrictions related to the Urban Development (e.g.,
for environmental protection, cultural heritage protection) to increase
participation of the citizen and transparency in decision making, facilitate
access to information and increase equity among the citizens
- Standardization of informalities in urban development and real estate
markets
- Standardization of Real Estate financing and Development Procedures
- GIS technology and tools as a mediator between surveyors, town planners,
land developers, and real estate appraisers
- Informal development and the social impact of illegalities on the
society, increase public awareness in good governance
- Necessary legal reforms for the registration of the missing information
into the modern Land Administration Systems, in order to integrate informal
settlements into a legal framework and empower the poor
- Economic, Educational, and Policy Aspects
- The economic impact of the missing spatial information on the National
Economy (both for the state and for the owners)
- The need for integration of the missing information in order to improve
the housing and financing mechanisms, support the mortgage market, and build
automated mass-valuation systems to support fair and transparent taxation
policies
- Capacity building on the role of the surveyors in supporting economic
growth through the well-functioning Real Estate Markets and the Real Estate
Development, and in developing spatial information methods for assessment of
the social and economic impact of informal settlements

elsewhere or be under review for another workshop or conference.

- Workshop during the FIG WW 2008 in Sweden as a Follow-up of the Com3
Workshops in Athens and Valencia
- Workshop on 3D and 4D Spatial Information Management, (possibility for
organizing a Com3 Workshop during the WW 2009, in Eilat, Israel)
- Workshop on pricing of spatial data and services, (declared interest for
hosting a Workshop by Dr J. A. Zevenbergen, the Netherlands)
- Declared interest for hosting a Com3 Workshop by the delegation of
Nigeria
- Declared interest to organize a Com3 Workshop in parallel with a
workshop on Mega Cities Management (Robin McLaren)
Commission 3 annual meeting 2008
Workshop on Environmental and Cultural Heritage Documentation, Development
and together with Commission 2.
Com3 delegates will organize the FIG Com3 2008 annual meeting and Workshop in
Valencia, Spain, in January 2008, in parallel to the International
Congress of Cartography and Surveying and the National Spanish Congress TOP-CART
2008. The local organizers are: The Royal Academy of the Valencia Culture, The
Technical University of Valencia, The Spanish Association of Surveying Engineers
and the Technical University of Madrid. The main sponsors of that event are: The
regional Government of Valencia, Universities, the Valencia City Hall and
several powerful industries mainly located in the region. The President of the
FIG will be invited to give a key note speech, too. The King of Spain will be
invited to have the Honorary Presidency of this event. FIG Com2 organizes a
Workshop in Valencia at the same time. Plans are made for a joint session with
Com3 on sub-topics of common interest. The topic of FIG Com3 2008 annual meeting
and Workshop is:

Cooperation on Spatial Information
Management toward Legalizing Informal Urban Development with UN-ECE-WPLA and
UN-ECE-Committee on Housing and Land Management.
The FIG Commission 3 2007 annual meeting and Workshop will be followed by a
joint FIG and UN/ECE Working Party on Land Administration, and Committee for
Housing and Land Management, on March 29 and 30, 2007, on the topic: “Informal
Settlements and National Economy-The Value of Good Land Administration and
Land Management”.
FIG Com3 delegates are welcome to participate and strengthen both the
inter-commission FIG activity and the cooperation with the United Nations.
Information about the structure and additional topics of this activity will be
distributed on the web.

CIPA
Commission 3 supports the
37th CIPA International Workshop on the e-volution of Information Technology
in Cultural Heritage - Where Hi-Tech Touches the Past: Risks and Challenges

Proposal: It is desirable that FIG will establish a more close cooperation
with ISPRS and CIPA; The chair of FIG Commission 3 has communicated with ISPRS
President Prof I. Dowman regarding the suggestion that ISPRS publish news of
FIG Commission 3 activities and other FIG activities.
Cooperation on international standards on spatial data with ISO
and OPENGIS
Commission 3 supports the FIG inter-commission activity in this
field.

Activities
FIG Com3 will contribute in a 2-days seminar to be held during
the FIG WW 2008 in Sweden about “improving slums”. Inter-commission activity
with FIG Com 10 and 9 is under discussion
Other Activities

Active involvement of regions
Commission 3 will continue to be actively involved
with underrepresented regions like Africa, Latin America, Middle East, and
Asia by exchanging information. Commission will try to reduce conference
fees in order to enable or to encourage regional participation and try to
raise money for funding participation of groups like students. Commission
will also encourage participation by using e-mail and web.

Respect cultural and linguistic issues
Commission 3 endorses the underlying concept that respect for
Cultural and Linguistic issues is very important and that the Commission
will be sensitive to these issues in the way it works. This will be
implemented by encouraging multilingual abstracts and presentations in
general meetings and through the use of an appropriate regional language
during regional meetings
