WG3 Webinar: The Mosque between Tradition and Globalization

webinar was Dr. Mohamad Tajuddin Mohamad
Rasdi, Professor of Architecture at UCSI
University. This webinar delves into the dynamic
interplay between tradition and globalization within
the context of mosque architecture uncovering the
nuanced narratives and architectural innovations
that shape the contemporary identity of mosques
worldwide.
Surv. Humphrey Amegadoe replaces the late Surv. K.H. Osei-Asante
as Chair of Commission 10 Working Group 2
Working Group 2 is focusing on Sustainable Construction in the
Built Environment.
FIG COMMISSION 10 - TRIBUTE TO THE MEMORY OF SURV K.H.
OSEI-ASANTE, CHAIR OF COMMISSION 10 WORKING GROUP 2
Surv K. H. Osei-Asante, FGhIS, passed away in June 2024. He was
the 40th President of the Ghana Institution of Surveyors (GhIS) and
a member of Commission 10 of the International Federation of
Surveyors (FIG). He was appointed the Chair of Working Group 2,
Commission 10 at the Working Week 2023 in Orlando, Florida, USA.
Before taking up the Chair of Working Group 2, he was the Global
Chair of the International Cost Engineering Council (ICEC) from 2018
to 2020 after his role as Director Region 3, Africa and Deputy
Global Chair.
Surv K.H Osei-Asante can be rightfully described as a colossus
for his contributions to Quantity Surveying and Cost Engineering in
Ghana, Africa and Globally. His efforts to uplift the Construction
Industry in Ghana was phenomenal.
Surv K.H Osei-Asante was instrumental in bridging the
relationship between FIG and ICEC and will be remembered for his
selfless service to promoting the Surveying profession as a whole.
May his soul rest in peace.

Commission 10 at FIG Working Week 2024
June 2024
The FIG Working Week 2024 was held from 19-24 May
in Accra, Ghana. During the conference, Commission
10 had organised severaly sessions in the tehcnical
programme and conducted its annual meeting.
Additionally, the progress of all commissions was
presented at the General Assembly.

At the FIG General Assembly 2023 in May 2023 FIG Council
announced the appointment of Ms Mercy Iyortyer, Nigeria, Chair of
FIG Commission 10 for the term 2023-2026. FIG Council thanks
Nigerian Institution of Quantity Surveyors for their nomination of
Mercy and to help the commission as the position was vacant.

28 May - 1 june 2023 in Orlando, Florida.

during the conference days. At the General Assembly
the Work plans of all commissions were presented
Commission 10 was also involved in a joint session covering Construction
Economics and Management within the theme of Volunteering for the future
Geospatial excellence for a better living
The General Assembly
elected Mr. Anil Sawhneyfrom United States of America, RICS, as the Chair Elect of
Commission 10, the elected Chair Elect term as the Chair of
the Commission will be initiated at the FIG Congress 2022
for the period 2023-2026.
Article: Key Global and Technology Drivers Impacting Surveying
February 2021
The article was published in GIM International. As the FIG commission chairs
are near the halfway point in their
terms, they reflect on the global and technological drivers
influencing their work. This article describes the breadth of work
across the FIG commissions as well as the common areas. The
discussion is also informed by global reports such as the UN-GGIM’s
Future Trends in Geospatial Information Management and the RICS
Futures Report 2020.

FIG Working (from home) Week 2020 - Proceedings
May 2020
During the conference days a range of articles
highlighting the hot-topics, the ground breaking
research, and the hidden gems in the proceedings was
published.
It is with deep sadness and heavy hearts that we
announce the cancellation of this year’s FIG Working
Week in Amsterdam due 10-14 May.
This is not a decision we have taken lightly and there are two
overriding concerns that have caused us to make this decision at this
time.
First, the Dutch Government announced new measurements to control the
COVID-19 outbreak. In the Netherlands all gatherings are prohibited until
1 June.
Second, our primary concern is always the wellbeing of you, and we
would not take on the responsibility, during these times, to bring so many
surveyors from all over the world together.
The theme Smart Surveyors for Land and
Water Management is both relevant in a
world where drinking water is a scarce resource,
waste water needs to be recycled rather than seen as
waste, where the sea needs to be better mapped and
managed, where land resources need to be protected
against sea-level rise, and where land-based fresh
water habitats are threatened.
COBRA is the RICS research conference dedicated to
construction, building and infrastructure. Since its first
edition in 1995, COBRA has been held in different countries in
partnership with local organisations to act as a key event for
presenting and discussing the latest research across the world.
ARES 2020 is the latest edition of the annual conference held by
the American Real Estate Society since 1985. RICS also announces
the RICS COBRA Award 2020.
The Working Week took place in Hanoi, Vietnam
22-26 April 2019. Commission 10 held its yearly meeting and was
involved in several sessions covering the commission 10 areas.
Commission 10 grants to Young Surveyors -
Geo PreVi 2018
Geo PreVi 2018 Symposium “Geodesy for Smart Cities” will take
place in Bucharest, Romania 29-30 October. The technical program
is mainly organized by help of FIG Commission 5, 6 and 10
dealing with Positioning and Measurement, Engineering Geodesy
and Construction Economics and Management. Web site:

The organizing committee will support young surveyors from
Romania and abroad.
Young surveyors from outside Romania that
will submit an article and give a presentation can
be granted by maximum 400 € to support travelling,
accommodation and registration fee. If you are interested
please send your application including a CV, the title and
the abstract of the presentation as well as a motivation
letter to Volker Schwieger volker.schwieger@iigs.uni-stuttgart.de and

Additionally you have to register at the mentioned website.
We will award minimum two grants.
Romanian young surveyors that will
submit an article and give a presentation will be granted
for the registration fee of 30 € on-site. Please apply by

We will award up to fifteen grants.
Launch of Construction Standard - 25 July 2017
See Lian Ong, Chair of FIG Commission 10 is chair of
the International Construction Measurement Standards
(ICMS) Coalition Standards Setting Committee.
Their effort has resulted in a successful ICMS standard
that was launched in July 2017. This new ICMS standard enables, for the first time, better comparison
in order to improve investor confidence and attract more private sector
funding.

Commission 10 at the FIG Working Week 2016 in Christchurch, New
Zealand 2-6 May 2016
The Technical session on 3 May went extremely well with overflowing
participants. There was a great interest on BIM and the 4 papers on BIM
were very well received. One paper was on the Green Building presented by
a professor from Indonesia.

FIG Commission 10 Chair See Lian Ong appointed FIG representative in
ICMS
FIG
is a member of the International Construction Measurement Standards (ICMS)
coalition. At the first meeting for the coalition members in June 2015,
See Lian Ong represented FIG, and signed the Declaration on behalf of FIG
Council. FIG Council has appointed Chair of FIG Commission 10 See Lian Ong
to be the FIG representative to the Standard Setting Committee. FIG is
following the development of the work of ICMS with great interest.
FIG Commission 10 at the FIG Working Week in Sofia, Bulgaria
FIG Commission 10 had one session during the Working Week: Current and
Emerging Trends in Construction and Cost Management. The topic BIM
attracted a lot of interest, and the session was active and the
audience was captived throughout the session.

The 1st presentation was by Dr.
Krishna Mochtar of Indonesia on the "Problems in Materials and Equipment Procurement of Indonesian
Contractors. He highlighted that due to the geographical
spread of Indonesia, logistics pose major problems and therefore
variables in cost between the more developed western part of
Indonesia and the less developed part of Indonesia.
The 2nd presentation was by Dr.
Yi-Hsin (Carrie) Lin from the South East University of
Nanjing, China. Her paper was on the
Evaluation of Competitiveness of International and Chinese
Contractors using the "Back Propagation Neural Network" technique.
The presentation demonstrated in which particular area where
competitiveness lies and clearly demonstrated that Chinese
contractors are increasingly competitive compared to their
competitors from more advanced countries particularly in
infrastructure and transportation related projects.
At the end of the session the FIG Commission 10 chair,
SeeLian Ong took the opportunity to share his views on
the development of BIM and provide insights on the global maturity
in the adoption of BIM.

Commission 10 had its meeting during the FIG
Congress 2010 in Sydney, Australia, 11-16 April 2010. The
General Assembly appointed Mr. Robert Šinkner from Czech
Republic as the Chair of Commission 10 for 2011-2014.
Mr. Andrew Morley from United Kingdom was appointed by the
General Assembly in Athens as the Chair Elect of Commission 10 for
2004-2006. He will be the chair of the commission 2006-2010. Andrew is
working at the CCM Associates Limited in Peterborough and is also Chair
of Commission 10 WG 10.3.
