Dr. Konstantinos Apostolopoulos will replace the
late Cemel as new Commission 3 vice chair
Konstantinos Apostolopoulos holds a Ph.D.
from the School of Rural, Surveying & Geoinformatics
Engineering (SRSE-GI) at NTUA, where he also completed his
bachelor's and master’s degrees. He has been an assistant
instructor in the SRSE-GI, NTUA. His research interests
encompass Land Administration, Crowdsourcing, Participatory
Design, Gamification, Geoinformatics, and Sustainable
Development.
Konstantinos has published extensively in scientific journals,
peer-reviewed journals, and international conferences. He has
volunteered in organizing seminars, workshops, and international
conferences and has served as a senior project manager in commercial
and research projects in Geoinformatics and Land Management. He has
been a member of the Technical Chamber of Greece since 2014 and
actively participates in scientific committees of the Technical
Chamber of Greece, the Ministry of Environment and Energy, and the
Ministry of Rural Development, as well as the International
Federation of Surveyors (FIG).
FIG Commission 3 is deeply saddened by the loss of our dear
colleague and friend, Dr. Eng. Cemal Özgür Kıvılcım, on 12th May
2024. Cemal took active roles in the establishment of the FIG YS
Network starting in 2006, and in 2018, he founded Working Group 5 -
Geospatial Next - of Commission 3. Since 2023, he fulfilled a key
role in our commission as Vice Chair of Administration. Cemal’s
passion, commitment, and kindness touched everyone who had the
privilege of working with him.
We will remember our dear friend and valuable colleague Cemal for
his hard work, enthusiasm, and positivity. Rest in peace, dear
Cemal.

Administration Domain Model / 3D Land Administration
11-13 October 2023, Gävle, Sweden

Commission 3 workshop and Annual Meeting 2023

In light of the ongoing conflict in Israel, and with a primary
focus on ensuring the safety and well-being of all attendees, FIG
Commission 3 Workshop and Annual meeting, which was supposed to be
held in Tel-Aviv next month, is rescheduled, alongside the Ramon
GeoInt360 week, to
17-21 November 2024.
I understand that this change may disrupt your plans, and for
that, I sincerely apologize. My commitment is to provide a
comprehensive and enriching workshop experience, which is currently
challenged by the prevailing circumstances.
I will provide more details and information as the new dates
approach, including a new call for papers. I anticipate your
participation in the rescheduled FIG3 annual workshop and meeting.

Geospatial Big Data - Collection, Processing and
Presentation with Surveying and Geoinformatics Students of
The Polytechnic Ibadan, Oyo State drawn from National
Diploma/Higher National Diploma 1 and 2 respectively to the Vehicle
Inspection Services yard, Idi-Ape, Ibadan, Oyo State, NIgeria.
We were well received by Engr. Bolaji who was in charge of the
automated workshop and briefed us the activities of the office in
respect of the -
A. Computerized Database of all vehicles - inspection of vehicles
for renewal of license.
B. Notifications of annual renewal of vehicles license a month
to the expiry date through SMS.
C. Information on road worthiness of Vehicles
D. Private Partnership on how to improve and generate more revenue/
E. Relationship with other law enforcement agencies in keeping our
road safe.
We also had the opportunity to see how their computerized
workshop conducted searches on Vehicles for road worthiness.
The Students led by a Senior lecturer totalling 18 were drawn
into 2 (two) groups to review all the activities of the day field
trip.
Group A. To discuss how the state government can improve the VIO
office in the state on revenue generation by using Spatial data
tools incorporating all Vehicles users in the state.
Group B. To discuss how the state government can improve the VIO
office in the state on revenue generation through the Private
Partnership by using Spatial data tools to incorporate all Vehicles
users in the state.

Scientific Conferences of European Surveyors", organized by
EGoS - European Group of Surveyors.
FIG Commission 3 (spatial information management) and 8 (spatial
planning and development) together with EGOS cordially invite you to

Commission 3 was also involved in sessions covering Commission 3
areas within the theme of Volunteering for the future Geospatial
excellence for a better living
In March 2022, the Nigerian Institution of Surveyors appointed
Kehinde Adetunji Alao as Nigeria’s national delegate to FIG
Commission 3. Since then Kehinde Adetunji Alao has been actively
working to raise awareness of the Commission among geospatial users.
His work is closely linked to the activities of the Commission’s
Joint Working Group with Commission 8 on GIS tools for Spatial
Planning, chaired by Dr Enrico Rispoli, Italy. The Nigerian working
group had an interactive session with about 40 participants
discussing the great potential of GIS to support spatial planning
practice. The session featured a presentation on ‘GIS for Spatial
Planning’ by David Afolayan, CEO at GIS Konsult Ltd.
Workshop on e-Volunteering to Address
Environmental Challenges, Mapathon – Report
The ‘Workshop on e-Volunteering to Address Environmental
Challenges - A Real-life Example with a Real-time Project, followed
by 24hr Mapathon’ was held on June 24th, 2021, at the 2021 FIG
Working Week. The workshop was a collaboration between Volunteer
Community Surveyor Program (VCSP) and WG 3.6 Geospatial Next. The
mapathon was designed to engage surveyors across generations,
independently from their location, to e-Volunteer to undertake
humanitarian surveying under challenging times. VCSP and WG 3.6
Geospatial Next partnered with Crowd2Map Tanzania, which does work
using humanitarian surveying and HOT OSM mapping to help fight
Female Genital Mutilation (FGM) to help girls to escape cuttings.
The local rescue teams and civic services have been challenged with
the unknown territories, why the main idea of the workshop was to
provide contributions for mapping towns and villages in the region
to provide geospatial information and guidance to the ground teams.
The workshop provided confidence to their participants mapping
skills and positive feedback was given with the partnership with
Crowd2Map, as it added a ‘why’ that made the mapping more meaningful
to those involved in the mapathon.

Israel, ALSI, as the Chair Elect of Commission 3, the
elected Chair Elect term as the Chair of the Commission will

The ‘Workshop on e-Volunteering to Address Environmental Challenges -

During the conference days a range of articles
highlighting the hot-topics, the ground breaking
research, and the hidden gems in the proceedings was
published.
One of the most impressive examples of how
phenomena evolve over time and space is the spread
of the SARS-CoV-2 virus. Knowing in real time where
a local outbreak occurs, how outbreaks evolve over
time, how many people are affected at any given
location is of utmost importance to take appropriate
measures. As with many other applications,
well-established spatial information management can
help to provide the required spatial information in
near real time.

It is with deep sadness and heavy hearts that we
announce the cancellation of this year’s FIG Working
Week in Amsterdam due 10-14 May.
This is not a decision we have taken lightly and there are two
overriding concerns that have caused us to make this decision at this
time.
First, the Dutch Government announced new measurements to control the
COVID-19 outbreak. In the Netherlands all gatherings are prohibited until
1 June.
Second, our primary concern is always the wellbeing of you, and we
would not take on the responsibility, during these times, to bring so many
surveyors from all over the world together.
The theme Smart Surveyors for Land and
Water Management is both relevant in a
world where drinking water is a scarce resource,
waste water needs to be recycled rather than seen as
waste, where the sea needs to be better mapped and
managed, where land resources need to be protected
against sea-level rise, and where land-based fresh
water habitats are threatened.
FIG Commission 3 Annual Meeting and Workshop was held
within the 1st edition of Romanian Surveying Week, organized by
the Romanian Surveyors Union (UGR) and the University of
Agricultural Sciences and Veterinary Medicine Cluj-Napoca (USAMV
Cluj-Napoca) in Cluj-Napoca from 23-26 September 2019.
The theme of FIG Commission 3 Annual Meeting and Workshop
‘Advances in Geodata Analytics for Smart Cities and Regions’
addresses the role of the geospatial scientific and professional
community in shaping the future of urban and regional
development by creating new opportunities.
The Working Week took place in Hanoi, Vietnam
22-26 April 2019. Commission 3 held its yearly meeting and was
involved in several sessions covering the commission 3 areas.
The annual meeting and workshop will take place 3-6
December 2018 in Naples, Italy. The Meeting and
Workshop is organised jointly with Consiglio Nazionale Geometri
e Geometri Laureati, the Collegio dei Geometri e Geometri
Laureati di Napoli and the EGoS General Assembly.
Overall theme is: Spatial Information in the Era of Data
Science: Challenges and Practical Solutions.
The commission chairs of the term 2019-2022 was elected at
the General Assembly held in conjunction with the FIG Congress
in Istanbul. Mr.
Hartmut Müller from Germany was elected at chair of FIG
Commission 3. His term starts 1.1.2019.

27-30 November 2017 in Lisboa Portugal
Dear distinguished FIG Commission 3 delegates,
The workshop Lisbon 2017 has come to its end and I want to
thank you for your valuable contribution and presentation.
The workshop was very successful, with many delegates and
presentations from all over the world. It was a pleasure meeting
most of you, and I am so sorry with those I did not meet. Hoping
to meet them in the next event.
We had almost 50 participants and some of them were Young
Surveyors, 3 keynote sessions, 7 technical sessions and more
than 20 papers of high scientific level. Please allow me to
thank the Portuguese Engineers Association and in particular
Maria Teresa Sà Pereira, Maria Joao Henriques, Francisco Madeira
and all the staff who did their best to welcome us and
organized the event with such efficiency and successful results.
The proceedings of the event will be published soonest on the
website.
I have noted that most have not yet submitted the abstract
for the next FIG WW and Congress in Istanbul. I ask you to
contact me soonest on this so that you will not loose the
possibility to give your contribution of ideas to an event of so
high international and scientific importance.
I am looking forward to meeting you in Istanbul for the
FIG WW and Congress, in May 2018.
THe 2017 FIG Commission 3 Annual Meeting and Workshop with
the overall theme "Volunteered Geographic Information: Emerging Applications in Public
Science and Citizen Participation" was held 27-30 November 2017. The workshop will
provide the opportunity for delegates and contributors to
present their research and experience on development and use of
Voluntary Geographic Information, Geographic Information System,

The workshop was jointly organised with FIG
Commission 7. The event was a great success with more
than 80 attendees from all over the world. The three

Joint Meeting of FIG Commission 3 and 7 - Information
and Land Management - A Decade After the Millennium, Sofia, Bulgaria,
15-17 November 2010
The Joint FIG Commission 3 and 7 Workshop and 2010 Annual Meeting of
Commission 3 took place in Sofia, on the 15-17 of November. The Workshop
was organized by FIG Commissions 3 and 7 and the Chamber of Graduated
Surveyors of Bulgaria. The meeting was the 4th Workshop of FIG
Commission 3 in the four-year term of office 2007-2010.
The 2009 Workshop and Annual Meeting of FIG Commission 3 on
“Spatial Information for Management of Sustainable Urban
Areas” took place in Mainz, Germany, from 2nd to 4th
February 2009. The technical program included the opening
session, 9 technical sessions, and the closing session; in total
55 papers were presented. In total 73 participants had
registered to the workshop coming from 24 countries.
